This training is intended to introduce energy savings performance contracting (ESPC) as a tool to address budgetary constraints for building problems, accomplish energy improvements, and meet goals. The training will provide an overview of the step-by-step process including jurisdictional considerations prior to getting started with an ESPC. Sources of funding and financing will be reviewed as well as the role of the Owner's Representative in financing. The training provides an understanding of the definition of and potential sources of savings in an ESPC. The training will explain what risk is in the context of ESPC and what measurement and verification is and why it is required in ESPC projects. The definition of energy conservation measures will be presented with examples. Throughout, the roles and responsibilities of the Owner's Representative will be addressed.
Upon completion of this course, attendees will be able to:
- Explain why ESPC is a tool for energy and cost savings to Owners;
- Identify the ESPC process and steps;
- Describe how ESPCs reallocate current spending;
- Explain how an ESPC is financed; and
- Describe the owner's representative's (OR) responsibilities and competencies to successfully support an Owner's ESPC project.
